A: Condolences to the Torres family. Phil was a my mom’s cousin we worked together for the PPD and shared the passion for police work. He was a very dedicated police officer, serious as he could be like no other he was strictly business when it came to police work. He will always be remembered by me and my family. Rest in peace brother. May God take you in his arms to eternal rest.
